Construction of the Largest Solar Power Plant in Eastern Iran Begins

The groundbreaking ceremony for the 200 MW “Samin Mahvelat” solar power plant and a 132 kV substation—developed with a 6.2 trillion toman investment by Golrang Industrial Group—was held on Wednesday, September 10, 2025, in Mahvelat County, Razavi Khorasan Province. This marks the launch of the largest clean energy project in eastern Iran.

According to Golrang Industrial Group’s Public Relations Office, the event was attended by Abbas Aliabadi, Minister of Energy; Masoud Sezavar Zakerian, Vice Chairman of the Board and Deputy CEO of Golrang Industrial Group; Mohsen Zanganeh, Member of Parliament representing Torbat Heydariyeh, Mahvelat, and Zaveh; senior managers of Samin Sustainable Energy Co.; along with provincial officials and dignitaries.

In his remarks, Mr. Sezavar Zakerian highlighted the country’s 18,000 MW energy deficit, noting: “Global electricity production has surpassed 30,000 terawatt-hours, while Iran’s share is about 390 terawatt-hours. In solar energy, Iran currently has only 2.2 GW of installed capacity, while it should ideally have 8 to 10 GW based on GDP—and about 20 GW in line with its population share.”

He further stated: “From the country’s 390 terawatt-hours of energy consumption, up to 20% could be saved. With government support, Golrang Industrial Group is ready not only to deliver the 200 MW Samin Mahvelat project but also to create between 1,000 and 1,500 MW of savings in the energy sector while enhancing efficiency.”

Emphasizing the importance of a long-term perspective in energy planning, the Deputy CEO added: “Major investments are being made across national industries, which will drive higher energy demand in the future. Therefore, alongside generating surplus power, efficiency and productivity must remain central priorities.”

Mr. Sezavar Zakerian outlined Golrang’s target of achieving 1,000 MW solar energy capacity, stressing that this ambition will also contribute to industrial growth, sustainable employment, technology localization, and greater economic resilience. The 200 MW Samin Mahvelat project, he said, represents Golrang’s first concrete step on this path.

The 200 MW solar plant, constructed by Samin Sustainable Energy Co. (a subsidiary of Golrang Industrial Group), will generate 438,000 MWh of clean electricity annually, prevent the emission of over 220,000 tons of CO₂, and save 115 million liters of liquid fuel. The project will also create hundreds of jobs, reinforcing its environmental and socioeconomic value.
